The easiest way to see Balloons is to simply tune your TV to NBC. (Reminder for local viewers: NBC10 Boston, not WHDH-TV Channel 7, will broadcast the Golden Globes).
For those who want to watch online or on their mobile devices, the process is a bit more complicated. According to an NBC spokesperson, the television broadcast and the main prizes will be available on multiple platforms with authentication, including NBC Digital platforms such as the NBC application.
Most people authenticate using the cable connection information, while others use paid services such as Hulu, PlayStation View, Sling TV, and YouTube TV. Basically, if you pay for NBC one way or another, you should be able to see the Golden Globes online.
